1427 packets that are in queue should actually not be encrypted
1428 because packets that are sent immediately gets encrypted
1429 actually with wrong IV (and thus MAC check fails). So, packets
1430 that are in queue should be encrypted when they are sent to
1431 the wire and not when they put to the queue.
1433 However, the problem is that the current system has not been
1434 designed to work that way. Instead, the packet is encrypted
1435 as soon as possible and left to the queue. The queue is then
1436 just purged into wire. There won't be any fixes for this
1437 any time soon. So, the current semantic for packet sending
1440 o If you send packet to remote host and do not force the send
1441 (the packet will be in queue) then all subsequent packets to the
1442 same remote host must also be put to the queue. Only after the
1443 queue has been purged is it safe again to force the packet
