2844 packets that are in queue should actually not be encrypted
2845 because packets that are sent immediately gets encrypted
2846 actually with wrong IV (and thus MAC check fails). So, packets
2847 that are in queue should be encrypted when they are sent to
2848 the wire and not when they put to the queue.
2850 However, the problem is that the current system has not been
2851 designed to work that way. Instead, the packet is encrypted
2852 as soon as possible and left to the queue. The queue is then
2853 just purged into wire. There won't be any fixes for this
2854 any time soon. So, the current semantic for packet sending
2857 o If you send packet to remote host and do not force the send
2858 (the packet will be in queue) then all subsequent packets to the
2859 same remote host must also be put to the queue. Only after the
2860 queue has been purged is it safe again to force the packet
