1735 packets that are in queue should actually not be encrypted
1736 because packets that are sent immediately gets encrypted
1737 actually with wrong IV (and thus MAC check fails). So, packets
1738 that are in queue should be encrypted when they are sent to
1739 the wire and not when they put to the queue.
1741 However, the problem is that the current system has not been
1742 designed to work that way. Instead, the packet is encrypted
1743 as soon as possible and left to the queue. The queue is then
1744 just purged into wire. There won't be any fixes for this
1745 any time soon. So, the current semantic for packet sending
1748 o If you send packet to remote host and do not force the send
1749 (the packet will be in queue) then all subsequent packets to the
1750 same remote host must also be put to the queue. Only after the
1751 queue has been purged is it safe again to force the packet
1754 o If you send all packets immediately then it safe to send
