2447 because packets that are sent immediately gets encrypted
2448 actually with wrong IV (and thus MAC check fails). So, packets
2449 that are in queue should be encrypted when they are sent to
2450 the wire and not when they put to the queue.
2452 However, the problem is that the current system has not been
2453 designed to work that way. Instead, the packet is encrypted
