3501 packets that are in queue should actually not be encrypted
3502 because packets that are sent immediately gets encrypted
3503 actually with wrong IV (and thus MAC check fails). So, packets
3504 that are in queue should be encrypted when they are sent to
3505 the wire and not when they put to the queue.
3507 However, the problem is that the current system has not been
3508 designed to work that way. Instead, the packet is encrypted
3509 as soon as possible and left to the queue. The queue is then
3510 just purged into wire. There won't be any fixes for this
3511 any time soon. So, the current semantic for packet sending
3514 o If you send packet to remote host and do not force the send
3515 (the packet will be in queue) then all subsequent packets to the
3516 same remote host must also be put to the queue. Only after the
3517 queue has been purged is it safe again to force the packet
