3530 packets that are in queue should actually not be encrypted
3531 because packets that are sent immediately gets encrypted
3532 actually with wrong IV (and thus MAC check fails). So, packets
3533 that are in queue should be encrypted when they are sent to
3534 the wire and not when they put to the queue.
3536 However, the problem is that the current system has not been
3537 designed to work that way. Instead, the packet is encrypted
3538 as soon as possible and left to the queue. The queue is then
3539 just purged into wire. There won't be any fixes for this
3540 any time soon. So, the current semantic for packet sending
3543 o If you send packet to remote host and do not force the send
3544 (the packet will be in queue) then all subsequent packets to the
3545 same remote host must also be put to the queue. Only after the
3546 queue has been purged is it safe again to force the packet
