2247 because packets that are sent immediately gets encrypted
2248 actually with wrong IV (and thus MAC check fails). So, packets
2249 that are in queue should be encrypted when they are sent to
2250 the wire and not when they put to the queue.
2252 However, the problem is that the current system has not been
2253 designed to work that way. Instead, the packet is encrypted
2254 as soon as possible and left to the queue. The queue is then
2255 just purged into wire. There won't be any fixes for this
2256 any time soon. So, the current semantic for packet sending
