3461 packets that are in queue should actually not be encrypted
3462 because packets that are sent immediately gets encrypted
3463 actually with wrong IV (and thus MAC check fails). So, packets
3464 that are in queue should be encrypted when they are sent to
3465 the wire and not when they put to the queue.
3467 However, the problem is that the current system has not been
3468 designed to work that way. Instead, the packet is encrypted
3469 as soon as possible and left to the queue. The queue is then
3470 just purged into wire. There won't be any fixes for this
3471 any time soon. So, the current semantic for packet sending
3474 o If you send packet to remote host and do not force the send
3475 (the packet will be in queue) then all subsequent packets to the
3476 same remote host must also be put to the queue. Only after the
3477 queue has been purged is it safe again to force the packet

4281 SilcList API. The SilcList is meant for lists that has a structure
4282 already defined as a list. It is not suitable to add just some
