3474 packets that are in queue should actually not be encrypted
3475 because packets that are sent immediately gets encrypted
3476 actually with wrong IV (and thus MAC check fails). So, packets
3477 that are in queue should be encrypted when they are sent to
3478 the wire and not when they put to the queue.
3480 However, the problem is that the current system has not been
3481 designed to work that way. Instead, the packet is encrypted
3482 as soon as possible and left to the queue. The queue is then
3483 just purged into wire. There won't be any fixes for this
3484 any time soon. So, the current semantic for packet sending
3487 o If you send packet to remote host and do not force the send
3488 (the packet will be in queue) then all subsequent packets to the
3489 same remote host must also be put to the queue. Only after the

4884 * Previously deprecated SILC_PACKET_FORWARDED flag is now in use
4885 again. This change was made to the protocol as well. Server
4886 should not violate the protocol specification anymore.
