2574 because packets that are sent immediately gets encrypted
2575 actually with wrong IV (and thus MAC check fails). So, packets
2576 that are in queue should be encrypted when they are sent to
2577 the wire and not when they put to the queue.
2579 However, the problem is that the current system has not been
2580 designed to work that way. Instead, the packet is encrypted
2581 as soon as possible and left to the queue. The queue is then
2582 just purged into wire. There won't be any fixes for this
2583 any time soon. So, the current semantic for packet sending
