2455 was that Channel Key packet was first and Remove Channel User
2456 packet was second, even though they were encrypted in the
2457 reverse order. For this reason, MAC check failed. Now, this
2458 is fixed by not sending the Channel Key packet immediately but
2459 putting it to queue. However, this is more fundamental problem:
2460 packets that are in queue should actually not be encrypted
2461 because packets that are sent immediately gets encrypted
2462 actually with wrong IV (and thus MAC check fails). So, packets
2463 that are in queue should be encrypted when they are sent to
2464 the wire and not when they put to the queue.
2466 However, the problem is that the current system has not been
2467 designed to work that way. Instead, the packet is encrypted
2468 as soon as possible and left to the queue. The queue is then
2469 just purged into wire. There won't be any fixes for this
2470 any time soon. So, the current semantic for packet sending

2474 (the packet will be in queue) then all subsequent packets to the
2475 same remote host must also be put to the queue. Only after the
2476 queue has been purged is it safe again to force the packet
