923 putting it to queue. However, this is more fundamental problem:
924 packets that are in queue should actually not be encrypted
925 because packets that are sent immediately gets encrypted
926 actually with wrong IV (and thus MAC check fails). So, packets
927 that are in queue should be encrypted when they are sent to
928 the wire and not when they put to the queue.
930 However, the problem is that the current system has not been
931 designed to work that way. Instead, the packet is encrypted
932 as soon as possible and left to the queue. The queue is then
933 just purged into wire. There won't be any fixes for this
934 any time soon. So, the current semantic for packet sending
937 o If you send packet to remote host and do not force the send
938 (the packet will be in queue) then all subsequent packets to the
939 same remote host must also be put to the queue. Only after the
940 queue has been purged is it safe again to force the packet
