1921 that are in queue should be encrypted when they are sent to
1922 the wire and not when they put to the queue.
1924 However, the problem is that the current system has not been
1925 designed to work that way. Instead, the packet is encrypted
1926 as soon as possible and left to the queue. The queue is then
1927 just purged into wire. There won't be any fixes for this
1928 any time soon. So, the current semantic for packet sending
1931 o If you send packet to remote host and do not force the send
1932 (the packet will be in queue) then all subsequent packets to the
1933 same remote host must also be put to the queue. Only after the
1934 queue has been purged is it safe again to force the packet
