1167 actually with wrong IV (and thus MAC check fails). So, packets
1168 that are in queue should be encrypted when they are sent to
1169 the wire and not when they put to the queue.
1171 However, the problem is that the current system has not been
1172 designed to work that way. Instead, the packet is encrypted
1173 as soon as possible and left to the queue. The queue is then
1174 just purged into wire. There won't be any fixes for this
1175 any time soon. So, the current semantic for packet sending

1179 (the packet will be in queue) then all subsequent packets to the
