2456 router immediately after generating it. However, the code
2457 had earlier sent Remove Channel user packet but not immediately,
2458 ie. it was put to queue. The order of packets in the router
2459 was that Channel Key packet was first and Remove Channel User
2460 packet was second, even though they were encrypted in the
2461 reverse order. For this reason, MAC check failed. Now, this
2462 is fixed by not sending the Channel Key packet immediately but
2463 putting it to queue. However, this is more fundamental problem:
2464 packets that are in queue should actually not be encrypted
2465 because packets that are sent immediately gets encrypted
2466 actually with wrong IV (and thus MAC check fails). So, packets
2467 that are in queue should be encrypted when they are sent to
2468 the wire and not when they put to the queue.
2470 However, the problem is that the current system has not been
2471 designed to work that way. Instead, the packet is encrypted
2472 as soon as possible and left to the queue. The queue is then
2473 just purged into wire. There won't be any fixes for this
2474 any time soon. So, the current semantic for packet sending
