1556 is fixed by not sending the Channel Key packet immediately but
1557 putting it to queue. However, this is more fundamental problem:
1558 packets that are in queue should actually not be encrypted
1559 because packets that are sent immediately gets encrypted
1560 actually with wrong IV (and thus MAC check fails). So, packets
1561 that are in queue should be encrypted when they are sent to
1562 the wire and not when they put to the queue.
1564 However, the problem is that the current system has not been
1565 designed to work that way. Instead, the packet is encrypted
1566 as soon as possible and left to the queue. The queue is then
1567 just purged into wire. There won't be any fixes for this
1568 any time soon. So, the current semantic for packet sending
1571 o If you send packet to remote host and do not force the send
1572 (the packet will be in queue) then all subsequent packets to the
1573 same remote host must also be put to the queue. Only after the
1574 queue has been purged is it safe again to force the packet
