2690 packets that are in queue should actually not be encrypted
2691 because packets that are sent immediately gets encrypted
2692 actually with wrong IV (and thus MAC check fails). So, packets
2693 that are in queue should be encrypted when they are sent to
2694 the wire and not when they put to the queue.
2696 However, the problem is that the current system has not been
2697 designed to work that way. Instead, the packet is encrypted
2698 as soon as possible and left to the queue. The queue is then
2699 just purged into wire. There won't be any fixes for this
2700 any time soon. So, the current semantic for packet sending
