1170 packets that are in queue should actually not be encrypted
1171 because packets that are sent immediately gets encrypted
1172 actually with wrong IV (and thus MAC check fails). So, packets
1173 that are in queue should be encrypted when they are sent to
1174 the wire and not when they put to the queue.
1176 However, the problem is that the current system has not been
1177 designed to work that way. Instead, the packet is encrypted
1178 as soon as possible and left to the queue. The queue is then
1179 just purged into wire. There won't be any fixes for this
1180 any time soon. So, the current semantic for packet sending
1183 o If you send packet to remote host and do not force the send
1184 (the packet will be in queue) then all subsequent packets to the
1185 same remote host must also be put to the queue. Only after the
1186 queue has been purged is it safe again to force the packet
