2789 packets that are in queue should actually not be encrypted
2790 because packets that are sent immediately gets encrypted
2791 actually with wrong IV (and thus MAC check fails). So, packets
2792 that are in queue should be encrypted when they are sent to
2793 the wire and not when they put to the queue.
2795 However, the problem is that the current system has not been
2796 designed to work that way. Instead, the packet is encrypted
2797 as soon as possible and left to the queue. The queue is then
2798 just purged into wire. There won't be any fixes for this
2799 any time soon. So, the current semantic for packet sending
2802 o If you send packet to remote host and do not force the send
2803 (the packet will be in queue) then all subsequent packets to the
2804 same remote host must also be put to the queue. Only after the
2805 queue has been purged is it safe again to force the packet
