2116 actually with wrong IV (and thus MAC check fails). So, packets
2117 that are in queue should be encrypted when they are sent to
2118 the wire and not when they put to the queue.

2121 designed to work that way. Instead, the packet is encrypted
2122 as soon as possible and left to the queue. The queue is then
2123 just purged into wire. There won't be any fixes for this
2124 any time soon. So, the current semantic for packet sending

2128 (the packet will be in queue) then all subsequent packets to the

3233 was major move from silc/ directory. The code has been changed
3234 so that it is transparent towards the user interface. The
