1903 designed to work that way. Instead, the packet is encrypted
1904 as soon as possible and left to the queue. The queue is then
1905 just purged into wire. There won't be any fixes for this
1906 any time soon. So, the current semantic for packet sending

1910 (the packet will be in queue) then all subsequent packets to the
1911 same remote host must also be put to the queue. Only after the
1912 queue has been purged is it safe again to force the packet
