1426 actually with wrong IV (and thus MAC check fails). So, packets
1427 that are in queue should be encrypted when they are sent to
1428 the wire and not when they put to the queue.

1431 designed to work that way. Instead, the packet is encrypted
1432 as soon as possible and left to the queue. The queue is then
1433 just purged into wire. There won't be any fixes for this
1434 any time soon. So, the current semantic for packet sending

1438 (the packet will be in queue) then all subsequent packets to the
