1568 is fixed by not sending the Channel Key packet immediately but
1569 putting it to queue. However, this is more fundamental problem:
1570 packets that are in queue should actually not be encrypted
1571 because packets that are sent immediately gets encrypted
1572 actually with wrong IV (and thus MAC check fails). So, packets
1573 that are in queue should be encrypted when they are sent to
1574 the wire and not when they put to the queue.
1576 However, the problem is that the current system has not been
1577 designed to work that way. Instead, the packet is encrypted
1578 as soon as possible and left to the queue. The queue is then
1579 just purged into wire. There won't be any fixes for this
1580 any time soon. So, the current semantic for packet sending
1583 o If you send packet to remote host and do not force the send
1584 (the packet will be in queue) then all subsequent packets to the
1585 same remote host must also be put to the queue. Only after the
1586 queue has been purged is it safe again to force the packet
