3468 packets that are in queue should actually not be encrypted
3469 because packets that are sent immediately gets encrypted
3470 actually with wrong IV (and thus MAC check fails). So, packets
3471 that are in queue should be encrypted when they are sent to
3472 the wire and not when they put to the queue.
3474 However, the problem is that the current system has not been
3475 designed to work that way. Instead, the packet is encrypted
3476 as soon as possible and left to the queue. The queue is then
3477 just purged into wire. There won't be any fixes for this
3478 any time soon. So, the current semantic for packet sending
3481 o If you send packet to remote host and do not force the send
3482 (the packet will be in queue) then all subsequent packets to the
3483 same remote host must also be put to the queue. Only after the
3484 queue has been purged is it safe again to force the packet
