1441 packet was second, even though they were encrypted in the
1442 reverse order. For this reason, MAC check failed. Now, this
1443 is fixed by not sending the Channel Key packet immediately but
1444 putting it to queue. However, this is more fundamental problem:
1445 packets that are in queue should actually not be encrypted
1446 because packets that are sent immediately gets encrypted
1447 actually with wrong IV (and thus MAC check fails). So, packets
1448 that are in queue should be encrypted when they are sent to
1449 the wire and not when they put to the queue.
1451 However, the problem is that the current system has not been
1452 designed to work that way. Instead, the packet is encrypted
1453 as soon as possible and left to the queue. The queue is then
1454 just purged into wire. There won't be any fixes for this
1455 any time soon. So, the current semantic for packet sending
1458 o If you send packet to remote host and do not force the send
1459 (the packet will be in queue) then all subsequent packets to the
1460 same remote host must also be put to the queue. Only after the
1461 queue has been purged is it safe again to force the packet
1464 o If you send all packets immediately then it safe to send

1466 the first packet is put to queue then any subsequent packets
