1753 packets that are in queue should actually not be encrypted
1754 because packets that are sent immediately gets encrypted
1755 actually with wrong IV (and thus MAC check fails). So, packets
1756 that are in queue should be encrypted when they are sent to
1757 the wire and not when they put to the queue.
1759 However, the problem is that the current system has not been
1760 designed to work that way. Instead, the packet is encrypted
1761 as soon as possible and left to the queue. The queue is then
1762 just purged into wire. There won't be any fixes for this
1763 any time soon. So, the current semantic for packet sending
1766 o If you send packet to remote host and do not force the send
1767 (the packet will be in queue) then all subsequent packets to the
1768 same remote host must also be put to the queue. Only after the
1769 queue has been purged is it safe again to force the packet
