2626 the wire and not when they put to the queue.

2629 designed to work that way. Instead, the packet is encrypted
2630 as soon as possible and left to the queue. The queue is then
2631 just purged into wire. There won't be any fixes for this
2632 any time soon. So, the current semantic for packet sending

3735 Created new utility library (lib/silcutil) that includes more
3736 generic purpose stuff. The stuff for util library was taken
3737 from the old core library. This was minor and easy split.
3739 * Created SILC Client Library (lib/silcclient) that includes
3740 implementation of the SILC client without user interface. This
3741 was major move from silc/ directory. The code has been changed
3742 so that it is transparent towards the user interface. The
3743 silc/ directory includes now the same user interface as before

3745 Basicly, the client library performs everything else related
