2626 packets that are in queue should actually not be encrypted
2627 because packets that are sent immediately gets encrypted
2628 actually with wrong IV (and thus MAC check fails). So, packets
2629 that are in queue should be encrypted when they are sent to
2630 the wire and not when they put to the queue.
2632 However, the problem is that the current system has not been
2633 designed to work that way. Instead, the packet is encrypted
2634 as soon as possible and left to the queue. The queue is then
2635 just purged into wire. There won't be any fixes for this
2636 any time soon. So, the current semantic for packet sending
2639 o If you send packet to remote host and do not force the send
2640 (the packet will be in queue) then all subsequent packets to the
2641 same remote host must also be put to the queue. Only after the
2642 queue has been purged is it safe again to force the packet
2645 o If you send all packets immediately then it safe to send
