1729 that are in queue should be encrypted when they are sent to
1730 the wire and not when they put to the queue.

1733 designed to work that way. Instead, the packet is encrypted
1734 as soon as possible and left to the queue. The queue is then
1735 just purged into wire. There won't be any fixes for this
1736 any time soon. So, the current semantic for packet sending

1740 (the packet will be in queue) then all subsequent packets to the
