1437 because packets that are sent immediately gets encrypted
1438 actually with wrong IV (and thus MAC check fails). So, packets
1439 that are in queue should be encrypted when they are sent to
1440 the wire and not when they put to the queue.
1442 However, the problem is that the current system has not been
1443 designed to work that way. Instead, the packet is encrypted
1444 as soon as possible and left to the queue. The queue is then
1445 just purged into wire. There won't be any fixes for this
1446 any time soon. So, the current semantic for packet sending

1450 (the packet will be in queue) then all subsequent packets to the
1451 same remote host must also be put to the queue. Only after the
