2537 packets that are in queue should actually not be encrypted
2538 because packets that are sent immediately gets encrypted
2539 actually with wrong IV (and thus MAC check fails). So, packets
2540 that are in queue should be encrypted when they are sent to
2541 the wire and not when they put to the queue.
2543 However, the problem is that the current system has not been
2544 designed to work that way. Instead, the packet is encrypted
2545 as soon as possible and left to the queue. The queue is then
2546 just purged into wire. There won't be any fixes for this
2547 any time soon. So, the current semantic for packet sending
2550 o If you send packet to remote host and do not force the send
2551 (the packet will be in queue) then all subsequent packets to the
2552 same remote host must also be put to the queue. Only after the
2553 queue has been purged is it safe again to force the packet
