3665 the wire and not when they put to the queue.

3668 designed to work that way. Instead, the packet is encrypted
3669 as soon as possible and left to the queue. The queue is then
3670 just purged into wire. There won't be any fixes for this
3671 any time soon. So, the current semantic for packet sending

3675 (the packet will be in queue) then all subsequent packets to the
3676 same remote host must also be put to the queue. Only after the
3677 queue has been purged is it safe again to force the packet
