3581 the wire and not when they put to the queue.

3584 designed to work that way. Instead, the packet is encrypted
3585 as soon as possible and left to the queue. The queue is then
3586 just purged into wire. There won't be any fixes for this
3587 any time soon. So, the current semantic for packet sending
