1824 because packets that are sent immediately gets encrypted
1825 actually with wrong IV (and thus MAC check fails). So, packets
1826 that are in queue should be encrypted when they are sent to
1827 the wire and not when they put to the queue.
1829 However, the problem is that the current system has not been
1830 designed to work that way. Instead, the packet is encrypted
1831 as soon as possible and left to the queue. The queue is then
1832 just purged into wire. There won't be any fixes for this
1833 any time soon. So, the current semantic for packet sending
1836 o If you send packet to remote host and do not force the send
1837 (the packet will be in queue) then all subsequent packets to the
1838 same remote host must also be put to the queue. Only after the
1839 queue has been purged is it safe again to force the packet
