1186 because packets that are sent immediately gets encrypted
1187 actually with wrong IV (and thus MAC check fails). So, packets
1188 that are in queue should be encrypted when they are sent to
1189 the wire and not when they put to the queue.
1191 However, the problem is that the current system has not been
1192 designed to work that way. Instead, the packet is encrypted
1193 as soon as possible and left to the queue. The queue is then
1194 just purged into wire. There won't be any fixes for this
1195 any time soon. So, the current semantic for packet sending

1199 (the packet will be in queue) then all subsequent packets to the
