2045 actually with wrong IV (and thus MAC check fails). So, packets
2046 that are in queue should be encrypted when they are sent to
2047 the wire and not when they put to the queue.
2049 However, the problem is that the current system has not been
2050 designed to work that way. Instead, the packet is encrypted
2051 as soon as possible and left to the queue. The queue is then
2052 just purged into wire. There won't be any fixes for this
2053 any time soon. So, the current semantic for packet sending
