3290 packets that are in queue should actually not be encrypted
3291 because packets that are sent immediately gets encrypted
3292 actually with wrong IV (and thus MAC check fails). So, packets
3293 that are in queue should be encrypted when they are sent to
3294 the wire and not when they put to the queue.
3296 However, the problem is that the current system has not been
3297 designed to work that way. Instead, the packet is encrypted
3298 as soon as possible and left to the queue. The queue is then
3299 just purged into wire. There won't be any fixes for this
3300 any time soon. So, the current semantic for packet sending
3303 o If you send packet to remote host and do not force the send
3304 (the packet will be in queue) then all subsequent packets to the
3305 same remote host must also be put to the queue. Only after the

4403 Created new utility library (lib/silcutil) that includes more
4404 generic purpose stuff. The stuff for util library was taken
4405 from the old core library. This was minor and easy split.
4407 * Created SILC Client Library (lib/silcclient) that includes
4408 implementation of the SILC client without user interface. This
4409 was major move from silc/ directory. The code has been changed
4410 so that it is transparent towards the user interface. The
4411 silc/ directory includes now the same user interface as before
4412 and it uses the new client library. Read lib/silcclient/README.
4413 Basicly, the client library performs everything else related
4414 to SILC except user interface handling. Also, configuration
4415 files are considered to be part of user interface and library
