3074 designed to work that way. Instead, the packet is encrypted
3075 as soon as possible and left to the queue. The queue is then
3076 just purged into wire. There won't be any fixes for this
3077 any time soon. So, the current semantic for packet sending

3081 (the packet will be in queue) then all subsequent packets to the
