1692 because packets that are sent immediately gets encrypted
1693 actually with wrong IV (and thus MAC check fails). So, packets
1694 that are in queue should be encrypted when they are sent to
1695 the wire and not when they put to the queue.
1697 However, the problem is that the current system has not been
1698 designed to work that way. Instead, the packet is encrypted
1699 as soon as possible and left to the queue. The queue is then
1700 just purged into wire. There won't be any fixes for this
1701 any time soon. So, the current semantic for packet sending
1704 o If you send packet to remote host and do not force the send
1705 (the packet will be in queue) then all subsequent packets to the
1706 same remote host must also be put to the queue. Only after the
