2127 packets that are in queue should actually not be encrypted
2128 because packets that are sent immediately gets encrypted
2129 actually with wrong IV (and thus MAC check fails). So, packets
2130 that are in queue should be encrypted when they are sent to
2131 the wire and not when they put to the queue.
2133 However, the problem is that the current system has not been
2134 designed to work that way. Instead, the packet is encrypted
2135 as soon as possible and left to the queue. The queue is then
2136 just purged into wire. There won't be any fixes for this
2137 any time soon. So, the current semantic for packet sending
2140 o If you send packet to remote host and do not force the send
2141 (the packet will be in queue) then all subsequent packets to the
2142 same remote host must also be put to the queue. Only after the
2143 queue has been purged is it safe again to force the packet
