1781 packets that are in queue should actually not be encrypted
1782 because packets that are sent immediately gets encrypted
1783 actually with wrong IV (and thus MAC check fails). So, packets
1784 that are in queue should be encrypted when they are sent to
1785 the wire and not when they put to the queue.
1787 However, the problem is that the current system has not been
1788 designed to work that way. Instead, the packet is encrypted
1789 as soon as possible and left to the queue. The queue is then
1790 just purged into wire. There won't be any fixes for this
1791 any time soon. So, the current semantic for packet sending
1794 o If you send packet to remote host and do not force the send
1795 (the packet will be in queue) then all subsequent packets to the
1796 same remote host must also be put to the queue. Only after the
1797 queue has been purged is it safe again to force the packet
