1107 because packets that are sent immediately gets encrypted
1108 actually with wrong IV (and thus MAC check fails). So, packets
1109 that are in queue should be encrypted when they are sent to
1110 the wire and not when they put to the queue.
1112 However, the problem is that the current system has not been
1113 designed to work that way. Instead, the packet is encrypted
1114 as soon as possible and left to the queue. The queue is then
1115 just purged into wire. There won't be any fixes for this
1116 any time soon. So, the current semantic for packet sending
1119 o If you send packet to remote host and do not force the send
1120 (the packet will be in queue) then all subsequent packets to the
1121 same remote host must also be put to the queue. Only after the
1122 queue has been purged is it safe again to force the packet
