718 because packets that are sent immediately gets encrypted
719 actually with wrong IV (and thus MAC check fails). So, packets
720 that are in queue should be encrypted when they are sent to
721 the wire and not when they put to the queue.
723 However, the problem is that the current system has not been
724 designed to work that way. Instead, the packet is encrypted
725 as soon as possible and left to the queue. The queue is then
726 just purged into wire. There won't be any fixes for this
727 any time soon. So, the current semantic for packet sending

731 (the packet will be in queue) then all subsequent packets to the
