3268 packet was second, even though they were encrypted in the
3269 reverse order. For this reason, MAC check failed. Now, this
3270 is fixed by not sending the Channel Key packet immediately but
3271 putting it to queue. However, this is more fundamental problem:
3272 packets that are in queue should actually not be encrypted
3273 because packets that are sent immediately gets encrypted
3274 actually with wrong IV (and thus MAC check fails). So, packets
3275 that are in queue should be encrypted when they are sent to
3276 the wire and not when they put to the queue.
3278 However, the problem is that the current system has not been
3279 designed to work that way. Instead, the packet is encrypted
3280 as soon as possible and left to the queue. The queue is then
3281 just purged into wire. There won't be any fixes for this
3282 any time soon. So, the current semantic for packet sending
3285 o If you send packet to remote host and do not force the send
3286 (the packet will be in queue) then all subsequent packets to the
3287 same remote host must also be put to the queue. Only after the
3288 queue has been purged is it safe again to force the packet
