2085 because packets that are sent immediately gets encrypted
2086 actually with wrong IV (and thus MAC check fails). So, packets
2087 that are in queue should be encrypted when they are sent to
2088 the wire and not when they put to the queue.
2090 However, the problem is that the current system has not been
2091 designed to work that way. Instead, the packet is encrypted
2092 as soon as possible and left to the queue. The queue is then
2093 just purged into wire. There won't be any fixes for this
2094 any time soon. So, the current semantic for packet sending

2098 (the packet will be in queue) then all subsequent packets to the
