794 packets that are in queue should actually not be encrypted
795 because packets that are sent immediately gets encrypted
796 actually with wrong IV (and thus MAC check fails). So, packets
797 that are in queue should be encrypted when they are sent to
798 the wire and not when they put to the queue.
800 However, the problem is that the current system has not been
801 designed to work that way. Instead, the packet is encrypted
802 as soon as possible and left to the queue. The queue is then
803 just purged into wire. There won't be any fixes for this
804 any time soon. So, the current semantic for packet sending

808 (the packet will be in queue) then all subsequent packets to the

1907 Created new utility library (lib/silcutil) that includes more
