2097 putting it to queue. However, this is more fundamental problem:
2098 packets that are in queue should actually not be encrypted
2099 because packets that are sent immediately gets encrypted
2100 actually with wrong IV (and thus MAC check fails). So, packets
2101 that are in queue should be encrypted when they are sent to
2102 the wire and not when they put to the queue.
2104 However, the problem is that the current system has not been
2105 designed to work that way. Instead, the packet is encrypted
2106 as soon as possible and left to the queue. The queue is then
2107 just purged into wire. There won't be any fixes for this
2108 any time soon. So, the current semantic for packet sending

2112 (the packet will be in queue) then all subsequent packets to the
2113 same remote host must also be put to the queue. Only after the
