1715 actually with wrong IV (and thus MAC check fails). So, packets
1716 that are in queue should be encrypted when they are sent to
1717 the wire and not when they put to the queue.
1719 However, the problem is that the current system has not been
1720 designed to work that way. Instead, the packet is encrypted
1721 as soon as possible and left to the queue. The queue is then
1722 just purged into wire. There won't be any fixes for this
1723 any time soon. So, the current semantic for packet sending
1726 o If you send packet to remote host and do not force the send
1727 (the packet will be in queue) then all subsequent packets to the
1728 same remote host must also be put to the queue. Only after the
1729 queue has been purged is it safe again to force the packet
