1762 actually with wrong IV (and thus MAC check fails). So, packets
1763 that are in queue should be encrypted when they are sent to
1764 the wire and not when they put to the queue.
1766 However, the problem is that the current system has not been
1767 designed to work that way. Instead, the packet is encrypted
1768 as soon as possible and left to the queue. The queue is then
1769 just purged into wire. There won't be any fixes for this
1770 any time soon. So, the current semantic for packet sending
1773 o If you send packet to remote host and do not force the send
1774 (the packet will be in queue) then all subsequent packets to the
