4178 that are in queue should be encrypted when they are sent to
4179 the wire and not when they put to the queue.

4182 designed to work that way. Instead, the packet is encrypted
4183 as soon as possible and left to the queue. The queue is then
4184 just purged into wire. There won't be any fixes for this
4185 any time soon. So, the current semantic for packet sending
